three parts:- $5,500 per mensen were paid to Ng Kwong the
new Scavenging Contractor for the collection of refuse and
its conveyance to the Praya; a further aum of $1,300 per
mensem was paid to Ng Kwong for providing 4 junks to
receive the refuse, and the monthly payment of $1,500 to
Messrs. Wilks and Jack
for the steam-barge, in which the
refuse was towed out to sea and the disposed of, continued
as before. The total monthly cost of scavenging at that
date was therefore a sum of $8,300.

From the 1st. July, 1907, up to
the present time, the Scavenging Contractor, Ng Kwong, has
been paid $5,500 a month for the collection of refuse only,
and Messrs. Wilks and Jack have been paid $2,600 monthly
for disposing of it at sea by means of 3 junks and a steam-
-lighter. The contract with Ng Kwong will expire on the
31st. December, 1909, while that with Messrs. Wilks and
Jack expires on the 30th. of next June. The former employs
a staff of 589 men daily, the latter have a crew of 10
men on each junk and 31 men on the lighter. The monthly
cost of scavenging is therefore at the present time $8,100.

Meanwhile on the 29th. November,
1906, the Sanitary Board had modified their original
recommendation by advising that a tender of the New
